Migrate to maven 2 and ensure all non-minimal dependencies are declared as optional or as scope provided to support transitive dependency management.

Booter and Deployer are not fully tested in m2.
The nanodist m1 plugin needs to be ported to m2 - possibly merged with booter itself.
