What functionality do you see an installer performing? AFAICT there wouldn't normally even be icons installed (I guess a readme) since Nano would be only installing a basic library.
I used InnoSetup a few years ago with great success, (I believe FirebirdSQL still uses it), although you don't get the neat maven integration with it.
